A new video investigation by the Wall Street Journal finds the key to TikTok's success in how the short-video sharing app monitors viewing times. From a report: TikTok is known for the fiendishly effective way that it selects streams of videos tailored to each user's taste. The algorithm behind this personalization is the company's prize asset -- and, like those that power Google and Facebook, it's a secret. WSJ created a batch of individualized dummy accounts to throw at TikTok and test how it homed in on each fake persona's traits. TikTok responds most sensitively to a single signal -- how long a user lingers over a video. It starts by showing new users very popular items, and sees which catch their eyes.

Clubhouse Is Now Out of Beta and Open To Everyone (techcrunch.com) 31

Clubhouse announced Wednesday that it would end its waitlist and invite system, opening up to everyone. TechCrunch reports: Clubhouse is also introducing a real logo that will look familiar -- it's basically a slightly altered version of the waving emoji the company already used. Clubhouse will still hold onto its app portraits, introducing a new featured icon from the Atlanta music scene to ring in the changes. "The invite system has been an important part of our early history," Clubhouse founders Paul Davison and Rohan Seth wrote in a blog announcement. They note that adding users in waves and integrating new users into the app's community through Town Halls and orientation sessions helped Clubhouse grow at a healthy rate without breaking, "but we've always wanted Clubhouse to be open."

According to new data SensorTower provided to TechCrunch, Clubhouse hit its high point in February at 9.6 million global downloads, up from 2.4 million the month prior. After that, things settled down a bit before perking back up in May when TikTok went live on Android through the Google Play Store. Since May, new Android users have accounted for the lion's share of the app's downloads. In June, Clubhouse was installed 7.7 million times across both iOS and Android -- an impressive number that's definitely in conflict with the perception that the app might not have staying power.

Clubhouse's success is a double-edged sword. The app's meteoric rise came as a surprise to the team, as meteoric rises often do. The social app is still a wild success by normal metrics in a landscape completely dominated by a handful of large, entrenched platforms, but it can be tricky to maintain healthy momentum after such high highs. Opening up the app to everybody should certainly help.

Wildfire Smoke Spreads Haze and Health Warnings To East Coast (nytimes.com) 47

Wildfire smoke from Canada and the Western United States stretched across North America this week, covering skies in a thick haze, tinting the sun a malevolent red and triggering health alerts from Toronto to Philadelphia. Air quality remained in the unhealthy range across much of the East Coast on Wednesday morning. From a report: The map below, based on modeling from the National Oceanic and Atmospheric Administration, shows how the smoke spread across the country. It reflects fine particulate pollution released by wildfires and does not include pollution from other human sources, like power plants and cars. It's not unprecedented to see smoke travel such long distances, said Roisin Commane, an atmospheric scientist at Columbia University, but it doesn't always descend to the surface. The air quality index, a measure developed by the Environmental Protection Agency, spiked across the Midwest and East Coast this week, with numbers hovering around 130 to 160 in New York City, a range where members of sensitive groups and the general public may experience adverse health effects. (The index runs from 0 to 500; the higher the number, the greater the level of air pollution, with readings over 100 considered particularly unhealthy.)

Tesla Plans To Open Its Charging Network To Other EVs Later This Year (reuters.com) 182

Tesla plans to open its network of superchargers to other electric vehicles later this year, Chief Executive Officer Elon Musk said on Twitter. From a report: The electric-car maker's fast charging network, with over 25,000 superchargers globally, has given it a competitive edge. Meanwhile, other carmakers have formed alliances or invested in startups for networks as they rush new electric vehicle entrants to market. "We're making our Supercharger network open to other EVs later this year," Musk said on Tuesday, adding that over time Tesla's charging network will be opened to other electric vehicles in all countries.

Bitcoin Crashes Below $30,000 As Cryptocurrency Free-Fall Accelerates (hothardware.com) 135

The price of bitcoin has come crashing below the $30,000 mark for the first time in a month. "At the time of this writing, Bitcoin is trading at $29,694.34," writes Paul Lilly via HotHardware. "That's down from around $31,000 yesterday, and less than half of where Bitcoin peaked at in April of this year, when it topped $60,000." From the report: Will it go back up? Probably, but for Bitcoin investors, there are definitely reasons to be cautious, outside of the normal volatility associated with cryptocurrencies. For one, China is cracking down on cryptocurrency in general. As such, crypto miners recently dumped a bunch of used GeForce RTX 3060 cards on eBay for relatively cheap (compared to what they had been selling for), as well as ASIC hardware, the latter of which is what Bitcoin miners use these days. But it's not just China.

Malaysian police recently seized and then steamrolled 1,069 ASIC mining rigs after discovering that miners had illegally tapped into a power grid to steal electricity for their operations. Talk about sending a strong message. In addition, six people were arrested, jailed, and fined (but hey, at least they weren't steamrolled). Tighter regulations in various territories could affect Bitcoin's value, too. For example, US Treasury Secretary Janet Yellen said lawmakers must "act quickly" to construct and adopt new rules on stablecoins. "Bringing together regulators will enable us to assess the potential benefits of stablecoins while mitigating risks they could pose to users, markets, or the financial system," Yellen said in a statement. "In light of the rapid growth in digital assets, it is important for the agencies to collaborate on the regulation of this sector and the development of any recommendations for new authorities."
It's worth noting that other cryptocurrencies are down too. Dogecoin is down more than 5 percent to $0.16, while Ethereum dropped more than 3 percent to $1,755.99. Just over two months ago it was at nearly $3,900.

30 Million Solar Homes Would Create 1.77 Million Jobs and $69 Billion In Energy Savings, Report Finds (cleantechnica.com) 318

A new report (PDF) from the Institute for Local Self-Reliance (ILSR) finds that installing rooftop solar panels and community solar systems to serve the equivalent of 30 million American homes would create 1.77 millions jobs and $69 billion electricity bill savings over the next five years. CleanTechnica reports: In addition to creating 1.77 million new solar jobs and reducing energy bills by $69 billion, the report found that enacting the 30 Million Solar Homes policies would over five years: Eliminate global warming air pollution equivalent to closing 48 coal-burning power plants or taking 42 million cars off the road for a year; Increase new solar capacity nationally by 151 GW; and Power the equivalent of 20 million households in marginalized communities with local solar.

In the report, these economic and environmental benefits are broken down by state and congressional district. An interactive map further illustrates the local impacts of the 30 Million Solar Homes proposal and gives viewers an opportunity to share the report with their elected officials.

Viral Video Shows Malaysian Police Destroying 1,069 Bitcoin Mining Rigs With a Steamroller (cnbc.com) 88

Malaysian authorities seized 1,069 bitcoin mining rigs, laid them out in a parking lot at police headquarters, and used a steamroller to crush them, as part of a joint operation between law enforcement in the city of Miri and electric utility Sarawak Energy. CNBC reports: Assistant Commissioner of Police Hakemal Hawari told CNBC the crackdown came after miners allegedly stole $2 million worth of electricity siphoned from Sarawak Energy power lines. A video of the event posted last week by local Sarawak news outlet Dayak Daily has since gone viral on social media.

Acting on a tip, authorities on the island of Borneo confiscated the rigs in six separate raids between February and April. In total, police destroyed about $1.26 million of mining equipment. Police opted to crush the mining gear rather than sell it, in accordance with a court order. Other countries, like China, have taken a different route, reportedly auctioning off seized rigs. Hawari said that electricity theft by bitcoin miners led to three houses burning down in the city. The Miri police chief told CNBC that there are no other active mining operations underway currently.
The report notes that crypto mining is not illegal in Malaysia, although "there are stringent laws around power use."

"The Cambridge Center for Alternative Finance estimates that Malaysia accounts for 3.44% of all the world's bitcoin miners, placing it in the top ten mining destinations on the planet."

What China Expects From Businesses: Total Surrender (nytimes.com) 99

Unlike regulators in Europe and the U.S., Beijing is using the guise of antitrust to bring powerful tech companies into line with its priorities. From a report: When Pony Ma, head of the Chinese internet powerhouse Tencent, attended a group meeting with Premier Li Keqiang in 2014, he complained that many local governments had banned ride-sharing apps installed on smartphones. Mr. Li immediately told a few ministers to investigate the matter and report back to him. He then turned to Mr. Ma and said, "Your example vividly demonstrates the need to improve the relationship between the government and the market." By then Tencent had invested $45 million in a ride-sharing start-up called Didi Chuxing, which later became a model in the government's push to digitize and modernize traditional industries. When President Xi Jinping met with global tech leaders in Seattle in 2015, Didi's founder, Cheng Wei, then 32 years old, joined Jeff Bezos of Amazon, Apple's Tim Cook and Mr. Ma at the gathering. But the relationship between Beijing and the tech sector has splintered badly in the past year. Didi is now a target of the government's regulatory wrath. Days after the company's initial public offering in New York last month, Chinese regulators pulled its apps from app stores on the grounds of protecting national data security and public interests.

At the heart of the Didi fiasco, and to a large extent China's increasingly aggressive antitrust campaign, is the question of what Beijing expects from private enterprises. The answer is a lot more complicated than in the United States or Europe. China's Big Tech wields as much power as the American tech giants in the national economy. Like their American counterparts, the Chinese companies have appeared to engage in anticompetitive practices that hurt consumers, merchants and smaller businesses. That deserves scrutiny and regulation to prevent any abuse of power. But it's important to keep in mind that the Chinese tech companies operate in a country ruled by an increasingly autocratic government that demands the private sector surrender with absolute loyalty. So unlike the antitrust campaigns that European and American officials are pursuing in their regions, China is using the guise of antitrust to cement the Communist Party's monopoly of power, with private enterprises likely to lose what's left of their independence and become a mere appendage of the state. The developments at Didi amount to "a shock-therapy type of enforcement," said Benjamin Qiu, a partner at the law firm Loeb & Loeb in Hong Kong. "We could see more control by the state, with in-effect data nationalization as the end result."

The Communist Party made it clear last year that it needs "politically sensible people" in the private sector who will "firmly listen to the party and follow the party." They should contribute more to the longevity of the Communist Party and help make China great again, the party said. The message, people in the tech industry said, is that businesses need to prove that they're useful and helpful in advancing the government's goals while avoiding causing trouble. Didi didn't heed the message, these people said. They were surprised that Didi defied some regulators' objections and rushed its I.P.O. through in the current regulatory environment. For some government officials, Didi's U.S. listing was "yang feng yin wei" -- to comply publicly, but defy privately. The word choice is revealing because the phrase is often used to describe a subordinate's betrayal of a superior.

More Bitcoin Miners Head to America, Partly for Cheaper Energy (cnbc.com) 70

"Well before China decided to kick out all of its bitcoin miners, they were already leaving in droves, and new data from Cambridge University shows they were likely headed to the United States," reports CNBC: The U.S. has fast become the new darling of the bitcoin mining world. It is the second-biggest mining destination on the planet, accounting for nearly 17% of all the world's bitcoin miners as of April 2021. That's a 151% increase from September 2020. "For the last 18 months, we've had a serious growth of mining infrastructure in the U.S.," said Darin Feinstein, founder of Blockcap and Core Scientific. "We've noticed a massive uptick in mining operations looking to relocate to North America, mostly in the U.S."

This dataset doesn't include the mass mining exodus out of China, which led to half the world's miners dropping offline, and experts tell CNBC that the U.S. share of the mining market is likely even bigger than the numbers indicate... "500,000 formerly Chinese miner rigs are looking for homes in the U.S," said Marathon Digital's Fred Thiel. "If they are deployed, it would mean North America would have closer to 40% of global hashrate by the end of 2022."

America's rising dominance is a simple case of luck meeting preparation. The U.S. has quietly been building up its hosting capacity for years... It also helps that the U.S. is also home to some of the cheapest sources of energy on the planet, many of which tend to be renewable. Because miners at scale compete in a low-margin industry, where their only variable cost is typically energy, they are incentivized to migrate to the world's cheapest sources of power.

Thiel expects most new miners relocating to North America to be powered by renewables, or gas that is offset by renewable energy credits. While Castle Island Ventures founding partner, Nic Carter, points out that U.S. mining isn't wholly renewable, he does say that miners here are much better about selecting renewables and buying offsets. "The migration is definitely a net positive overall," he said. "Hashrate moving to the U.S., Canada, and Russia will mean much lower carbon intensity."

What Ever Happened to IBM's Watson? (nytimes.com) 75

After Watson triumphed on the gameshow Jeopardy in 2011, its star scientist had to convince IBM that it wasn't a magic answer box, and "explained that Watson was engineered to identify word patterns and predict correct answers for the trivia game."

The New York Times looks at what's happened in the decade since: Watson has not remade any industries. And it hasn't lifted IBM's fortunes. The company trails rivals that emerged as the leaders in cloud computing and A.I. — Amazon, Microsoft and Google. While the shares of those three have multiplied in value many times, IBM's stock price is down more than 10 percent since Watson's "Jeopardy!" triumph in 2011.... The company's missteps with Watson began with its early emphasis on big and difficult initiatives intended to generate both acclaim and sizable revenue for the company, according to many of the more than a dozen current and former IBM managers and scientists interviewed for this article... The company's top management, current and former IBM insiders noted, was dominated until recently by executives with backgrounds in services and sales rather than technology product experts. Product people, they say, might have better understood that Watson had been custom-built for a quiz show, a powerful but limited technology...

IBM insists that its revised A.I. strategy — a pared-down, less world-changing ambition — is working... But the grand visions of the past are gone. Today, instead of being a shorthand for technological prowess, Watson stands out as a sobering example of the pitfalls of technological hype and hubris around A.I. The march of artificial intelligence through the mainstream economy, it turns out, will be more step-by-step evolution than cataclysmic revolution.

One example: IBM technologists approached cancer medical centers, but "were frustrated by the complexity, messiness and gaps in the genetic data at the cancer center... At the end of last year, IBM discontinued Watson for Genomics, which grew out of the joint research with the University of North Carolina. It also shelved another cancer offering, Watson for Oncology, developed with another early collaborator, the Memorial Sloan Kettering Cancer Center..." IBM continued to invest in the health industry, including billions on Watson Health, which was created as a separate business in 2015. That includes more than $4 billion to acquire companies with medical data, billing records and diagnostic images on hundreds of millions of patients. Much of that money, it seems clear, they are never going to get back. Now IBM is paring back Watson Health and reviewing the future of the business. One option being explored, according to a report in The Wall Street Journal, is to sell off Watson Health...

Many outside researchers long dismissed Watson as mainly a branding campaign. But recently, some of them say, the technology has made major strides... The business side of Watson also shows signs of life. Now, Watson is a collection of software tools that companies use to build A.I.-based applications — ones that mainly streamline and automate basic tasks in areas like accounting, payments, technology operations, marketing and customer service. It is workhorse artificial intelligence, and that is true of most A.I. in business today. A core Watson capability is natural language processing — the same ability that helped power the "Jeopardy!" win. That technology powers IBM's popular Watson Assistant, used by businesses to automate customer service inquiries...

IBM says it has 40,000 Watson customers across 20 industries worldwide, more than double the number four years ago. Watson products and services are being used 140 million times a month, compared with a monthly rate of about 10 million two years ago, IBM says. Some of the big customers are in health, like Anthem, a large insurer, which uses Watson Assistant to automate customer inquiries.

"Adoption is accelerating," Mr. Thomas said.

7 Years Later, Google Engineers Revise Their Pessimistic Predictions on Climate Change (ieee.org) 186

Seven years ago two Google engineers concluded, after four years of study that "Renewable energy technologies simply won't work; we need a fundamentally different approach." (The authors proposed a R&D portfolio pursuing "disruptive" solutions in hydro, wind, solar photovoltaics, and nuclear power, with one Slashdot reader asking "is nuclear going to be acknowledged as the future of energy production?")

But the two engineers — still at Google — recently announced "we're happy to say that we got a few things wrong. In particular, renewable energy systems have come down in price faster than we expected, and adoption has surged beyond the predictions we cited in 2014."

One of them told IEEE Spectrum "It's stunning how rapidly things have been moving since the first article was published," Experts now have a better understanding of how a variety of technologies could be combined to prevent catastrophic climate change, the coauthors say. Many renewable-energy systems, for example, are already mature and just need to be scaled up. Some innovations need significant development, including new processes to produce steel and concrete, and geoengineering techniques to sequester carbon and temporarily reduce solar radiation. The one commonality among all these promising technologies, they conclude, is that engineers can make a difference on a planetary scale...

Concerned about the pessimistic tone of most climate coverage, the authors argue that wise policies, market pressure, and human creativity can get the job done. "When you put the right incentives in place, you capture the ingenuity of the masses," says Fork. "All of us are smarter than any of us."

The Google engineers acknowledge we've already seen a plunge in battery prices to lows not predicted until 2050. (Along with cheap natural gas prices, this cut America's coal consumption in half, lowering emissions.) And fossil fuel consumption has been reduced thanks to cheaper electric heat pumps and electric cars. Other suggestions from their article include:
  • Cleaner air travel (including clean hydrogen-powered planes)
  • New forms of nuclear power
  • Climate policy (including carbon pricing strategies like carbon taxes)

America Honors Its Atomic Veterans (whitehouse.gov) 18

America detonated the world's first nuclear device in Alamogordo, New Mexico on July 16, 1945.

On its 76th anniversary, U.S. president Biden issued a proclamation: Many brave men and women have risked their lives in service to our Nation, but few know the story of our "Atomic Veterans" — American military service members who participated in nuclear tests between 1945 and 1962, served with United States military forces in or around Hiroshima and Nagasaki through mid-1946, or were held as prisoners of war in or near Hiroshima or Nagasaki. These veterans served at testing sites like the Bikini Atoll and witnessed the destructive power of nuclear weapons firsthand.

On National Atomic Veterans Day, we recognize and honor the contributions of America's Atomic Veterans for their sacrifice and dedication to our Nation's security, and recommit to supporting our Atomic Veterans and educating ourselves on the role these patriots played in our national story.

Atomic Veterans served our Nation with distinction, but their service came at a great cost. Many developed health conditions due to radiation exposure, yet because they were not able to discuss the nature of their service, they were unable to seek medical care or disability compensation from the Department of Veterans Affairs for their illnesses. Decades later in 1996, the United States Congress repealed the Nuclear Radiation and Secrecy Agreements Act, allowing Atomic Veterans to tell their stories and file for benefits. By then, thousands of Atomic Veterans had died without their families knowing the true extent of their service.

Our Nation has one truly sacred obligation: to properly prepare and equip our troops when we send them into harm's way, and to care for them and their families when they return from service. As Commander in Chief, I am committed to fulfilling our obligation to the Atomic Veterans and their families, and ensuring that all of our Nation's veterans have timely access to needed services, medical care, and benefits. On this National Atomic Veterans Day, our country remembers the service and sacrifices of Atomic Veterans. NASA Revives Ailing Hubble Space Telescope With Switch To Backup Computer (space.com) 60

The Hubble Space Telescope has powered on once again. NASA was able to successfully switch to a backup computer on the observatory on Friday following weeks of computer problems. From a report: On June 13, Hubble shut down after a payload computer from the 1980s that handles the telescope's science instruments suffered a glitch. Now, over a month since Hubble ran into issues, which the Hubble team thinks were caused by the spacecraft's Power Control Unit (PCU), NASA switched to backup hardware and was able to switch the scope back on. With Hubble back online with this backup hardware, the Hubble team is keeping a close watch to make sure that everything works correctly, according to a statement from NASA.

Pilot Sues Delta For $1 Billion Claiming the Airline Stole Crew App (bloomberg.com) 83

Delta Air Lines was sued for more than $1 billion by one of its own pilots, who claims he developed a text-messaging app for flight crews that the airline stole and used as the basis for its own app. Bloomberg reports: Captain Craig Alexander sued Atlanta-based Delta for trade-secrets theft in Georgia state court on Monday. He claims he spent $100,000 of his own money to develop his QrewLive app, which he pitched to the airline as a way to address crew communication snafus after disrupted flights. Delta turned him down but went on to launch its own identical tool, he claims. Delta "stole like a thief in the night" and defrauded its own loyal employee, Keenan Nix, a lawyer for Alexander, said Wednesday in an interview. He said Alexander, an 11-year veteran at the airline, was flying a Delta 757 "as we speak."

A five-hour power outage that resulted in hundreds of flight cancellations in August 2016 cost Delta more than $150 million. The pilot said in the suit he emailed Chief Executive Officer Ed Bastian at the time saying "he had a 'solution.'" Bastian allegedly responded promptly and referred Alexander to the company's new chief information officer. Bastian and the CIO, Rahul Samant, are both named in the suit, along with four other Delta executives. Alexander claims he had several positive meetings with the airline in 2015 and 2016 in which executives made clear they were interested in acquiring his app. But Delta eventually cut off discussions and then launched its own crew app in April 2018, called Flight Family Communications. "'FFC' is a carbon copy, knock-off of the role-based text messaging component of Craig's proprietary QrewLive communications platform," Alexander said in his suit.

The pilot noted in his suit that Bastian and Samant have both bragged to investors that the app has smoothed operations. In describing the damages he's seeking, Alexander said the value of the technology, "based solely upon operational cost savings to Delta, conservatively exceeds $1 billion." Alexander is also seeking punitive damages against Delta. "To add insult to theft and injury, Captain Craig Alexander must use his stolen QrewLive text messaging platform every day while he works for Delta," the suit claims. "Each time he looks at the FFC app, he is painfully reminded that Delta stole his proprietary trade secrets, used them to Delta's enormous financial benefit."
"While we take the allegations specified in Mr. Alexander's complaint seriously, they are not an accurate or fair description of Delta's development of its internal crew messaging platform," said Morgan Durrant, a Delta spokesperson.

Gas Sellers Reaped $11 Billion Windfall During Texas Freeze (bloomberg.com) 120

The official autopsy of the great Texas winter blackout of February 2021 quickly established a clear timeline of events: Electric utilities cut off power to customers and distributors as well as natural gas producers, which in turn triggered a negative feedback loop that sunk the state deeper and deeper into frigid darkness. It's now becoming clear that while millions of Texans endured days of power cuts, the state's gas producers contributed to fuel shortages, allowing pipelines and traders to profit handsomely off them. From a report: Interviews with energy executives and an analysis of public records by Bloomberg News show that natural gas producers in the Permian shale basin began to drastically reduce output days before power companies cut them off. As the flow of gas cratered, everyone scrambled to secure enough supply, sparking one of the wildest price surges in history. Power producers were forced to pay top dollar in the spot market for whatever gas they could find. Soon customers will be saddled with the bill.

And it's a big one: The total comes to about $11.1 billion for a storm that lasted for just five days, according to estimates by BloombergNEF analysts Jade Patterson and Nakul Nair. The cost of gas for power generation alone was about $8.1 billion, or 75 times normal levels. A further $3 billion was spent by utilities providing gas for cooking, heating and fireplaces. The BNEF estimate is based on spot prices at major hubs assessed by S&P Global Platts rather than private contracts, so is likely an upper limit of the total cost. Millions of Texans are now faced with the prospect of paying higher gas prices for years as utilities seek to spread the cost over a decade or more. Texas lawmakers have set aside $10 billion to help natural gas utilities cover their natural gas costs from the storm through low-interest, state-backed bonds.

A special legislative session convened Thursday but the agenda did not include any measures to fix the power grid. This week, Governor Greg Abbott appeared to double down on his early assessment that wind and solar were prime culprits of the freeze. Even though gas failed in its role as a reliable backup fuel during the freeze, Abbott pushed regulators in a letter to strengthen incentives for fossil fuel and nuclear generators while increasing "reliability costs" for intermittent renewable power sources. What Abbott didn't mention was the massive windfall key industry players made during the freeze. Energy Transfer posted its highest quarterly net income on record, more than three times its previous best quarter.

The W3C's members do it all by consensus in public GitHub forums and open Zoom meetings with meticulously documented meeting minutes, creating a rare archive on the internet of conversations between some of the world's most secretive companies as they collaborate on new rules for the web in plain sight.

But lately, that spirit of collaboration has been under intense strain as the W3C has become a key battleground in the war over web privacy. Over the last year, far from the notice of the average consumer or lawmaker, the people who actually make the web run have converged on this niche community of engineers to wrangle over what privacy really means, how the web can be more private in practice and how much power tech giants should have to unilaterally enact this change. On one side are engineers who build browsers at Apple, Google, Mozilla, Brave and Microsoft. These companies are frequent competitors that have come to embrace web privacy on drastically different timelines. But they've all heard the call of both global regulators and their own users, and are turning to the W3C to develop new privacy-protective standards to replace the tracking techniques businesses have long relied on. On the other side are companies that use cross-site tracking for things like website optimization and advertising, and are fighting for their industry's very survival. That includes small firms like Rosewell's, but also giants of the industry, like Facebook.

Facebook Asks for FTC Chair Lina Khan To Be Recused From Its Antitrust Case (cnbc.com) 38

Facebook filed a petition Wednesday to have Federal Trade Commission Chair Lina Khan recused from the ongoing antitrust lawsuit the agency brought against the company. From a report: Facebook argued in its petition that Khan "has consistently made public statements" accusing the company of bad conduct that constitutes a violation of antitrust law. The company said her past work has made clear Khan has already made up her mind on Facebook's liability in the pending antitrust case, which should be grounds for recusal. The FTC must decide in the coming weeks whether to file an amended complaint in its antitrust case against Facebook in federal court after a judge dismissed its initial claims. Alternatively, the FTC could decide to try the case internally before its administrative law judge. Facebook's petition follows a similar move by Amazon, which sought Khan's recusal from antitrust probes into its business based on her past criticism of its power. Khan rose to scholarly fame after publishing "Amazon's Antitrust Paradox" in the Yale Law Journal while a student in 2017.

Republicans Call For Amazon To Testify On Pentagon Relationship (theverge.com) 40

Republicans are questioning Amazon's relationship with the Pentagon after newly released emails show that defense officials praised tech executives vying for a $10 billion contract during the Trump administration. The Verge reports: On Tuesday, The New York Times reported on previously unreleased emails that show Pentagon officials applauding Amazon executives while the company sought out a lucrative defense contract between 2017 and 2018. The Joint Enterprise Defense Infrastructure project, or JEDI, set out to find a tech company that would move the Defense Department's computer networks over to the cloud. In one instance, the Times reports that former Trump Defense Secretary Jim Mattis traveled to Silicon Valley to meet with executives from companies like Apple, Amazon, and Google in 2017. During this trip, Mattis was made "uncomfortable" while Amazon representatives aggressively pitched their cloud-computing products to him. A former Mattis adviser, Sally Donnelly, also referred to Bezos as "the genius of our age." Donnelly, who later sent Mattis a list of reasons he should meet with Bezos, had previously worked at a consulting firm where her clients included Amazon.

"This is exactly what we were concerned about, and it contradicts Amazon's insistence that there is nothing to see here," Rep. Ken Buck (R-CO) and Sen. Mike Lee (R-UT) said in a joint statement Tuesday. "It's become more and more clear that Amazon used its market power and paid-for connections to circumvent ethical boundaries and avoid competition in an attempt to win this contract." Microsoft won the multibillion-dollar contract in 2019 after a closely watched bidding fight between Amazon. But earlier this month, the Defense Department announced that it would cancel its contract amid an ongoing legal battle alleging that Trump wrongfully interfered in the bidding process. In canceling the prior contract, Amazon is given a second chance to win the $10 billion deal. But Republicans in Washington are calling for the company to testify regarding its Pentagon relationships in light of the newly released emails.

Drought is putting pressure on California's already stressed-out grid. From a report: As water reservoirs run dry, there's been a significant drop in hydroelectric generation. Without enough water pressure to quickly turn turbine blades, there could be electricity shortages right when residents need it the most. Rolling blackouts have already become a new norm for the state as utilities shut down power lines in an attempt to avoid sparking fires during hot, dry weather. But summertime outages also occur when residents crank up their air conditioners to beat the heat and demand outpaces the available power supply.

"California relies on hydro for so much of its demand, so any drought can put the state in a tight position," said Lindsay Aramayo, an industry economist with the US Energy Information Administration. Hydropower is a significant source of energy for the state. In 2019, it made up about 17 percent of California's electricity mix. And while California is no stranger to drought, this is particularly bad. More than a third of the state is experiencing "exceptional drought," and more than 40 percent of its residents are living under a drought state of emergency.

How To Geek: To run Windows 3.1 on your iPad, you'll need to buy an app called iDOS 2 that's available in the App Store. Currently, it costs $4.99, which seems like a bargain considering what it can do. iDOS has a spotty history on the App Store. Way back in 2010, Apple pulled an earlier version of the app because it allowed people to run unapproved code loaded through iTunes. Last year, its author updated the app to pull DOS files from iCloud or the Files app, and Apple approved it. So far, it's still listed, so let's hope that it sticks.

After purchasing and installing iDOS 2 on your iPad, run it once to make sure that it creates whatever folders it needs to work in your Files app. It will create an "iDOS" folder in your "On My iPad" area in Files. That's important. Before diving into the Windows setup process below, you might want to familiarize yourself with how iDOS works. In a vertical orientation, you'll see a window near the top of the screen that includes the video output of the emulated MS-DOS machine. Below that, you'll see a toolbar that lets you load disk images (if you tap the floppy drive), check the DOSBox emulation speed (a black box with green numbers), and take a screenshot or change Settings (by tapping the power button). At the bottom of the screen, you'll find an onscreen keyboard that lets you type whatever you want into the MS-DOS machine. If you flip your iPad horizontally, the MS-DOS display area will take over the screen, and you can pull up a toolbar that lets you access the keyboard, mouse, and gamepad options at any time by tapping the top center of the screen.
